Tenders Issued for Construction of Ahmedabad – Dholera Expressway after a Decade
Tenders for the construction of the Ahmedabad-Dholera Expressway has been issued by the National Highway Authority of India (NHAI). The initial phase will be for three sections of the 110-kilometer-long expressway. The project was first announced in 2010 by the State of Gujarat’s Road and Buildings Department as a fast means of communication for Dholera Smart City, proposed Dholera Airport, state capital Ahmedabad and Bhavnagar. The highway will also pass through the cities of Vataman, Pipli, Amreli and other seaside areas of the state, making them more accessible. The tender amount is of 2431 Crore Rupees, which was initially pegged at 2,200 Crores during 2010 and could currently even exceed 3,000 Crore Rupees for the entire project. Final dates for tender submission are around middle of February and the estimated completion time of the project is in the year 2022.
The initial construction is supposed to be of four lanes with two on either side with provisions for extension up to ten lanes in future. The roadway is a part of the proposed master plan of the High-Speed Gujarat-Mumbai Industrial Corridor approved by the Central Government. When started, this will become the largest such road construction project in some years. According to Mr. Manoj Das, Principal Secretary (PS) to the Chief Minister of Gujarat and the PS In-Charge, Industry and Mines, Gujarat, the mandatory 80% land acquisition has already been completed. “One more tender of around 600 Crores may be announced soon”, he said. The proposed Dholera Airport is also estimated to be ready during the period of completion of this project. Airports Authority of India (AAI) is in the process of receiving all the required clearances for the airport’s construction. The final formal agreement between the State of Gujarat and AAI for Dholera Airport construction is supposed to be signed during the Vibrant Gujarat Summit meetings.
Dholera Special Investment Region (SIR) is the brainchild of the current Prime Minister of India, Mr. Narendra Modi. He had envisioned an industrial and residential hub twice the size of Mumbai and six times that of Shanghai. It is supposed to encompass a huge area of about 920 square kilometers consisting currently of 22 villages in the region. The proposed site is surrounded on three sides by navigable water bodies and is to become a major manufacturing and trading hub of the region in the next thirty years through stage-wise development projects like the Ahmedabad-Dholera Expressway and Dholera Airport. The population is supposed to increase to 2.5 million residents and around 80 million new job opportunities are likely to be created in the region due to these expansion projects. Dholera SIR is the biggest and largest Greenfield Smart City in the country and is the first of its kind in India. The smart city is planned to cause low carbon emissions and proposes to use maximum renewable sources of energy and will recycle its water and waste products.
The foundation stone laying ceremony is to be attended by Shri Narendra Modi, the Prime Minister of India in February 2020. Ahmedabad-Dholera Expressway is also a part of the “Bharatmala Pariyojna”, an ambitious project of the Central Government to link various cities across the country by laying over 1,837 kilometers of roadways. Along with Ahmedabad-Dholera, the Delhi-Meerut, Jaipur-Delhi, Delhi-Amritsar-Katra, Chennai-Bangalore, Kanpur-Lucknow are some other cities proposed to be linked with four-or-higher lane highways. The average speeds along these fast-moving corridors will be around 120 kilometers per hour, enabling much faster freight and traffic movement among these important state and economic capitals of the country. These projects are supposed to steer the economic growth of India and will help to realize the “New India” vision of Prime Minister Narendra Modi, this is according to Union Minister, Mr. Nitin Gadkari.
