An infrastructure cannot be built overnight. The first phase is reckoned to be completed by 2025, and the next is probably in 2032. The root implementation of the infrastructure is already started in these four states and is reckoned to complete by 2019.

Currently, the land plan is ready and land policy plan is in the talks. There are going to be various types of land and their selling types will be determined by the Land Policy that is sold under auction or first-come-first-serve.
